Head of state urges implementation of Guillotine II
The “Guillotine” found its support in the business environment and despite the skepticism characteristic to its representatives it was generally accepted. With the aim of eliminating this skepticism the serious and prompt implementation of the Guillotine II is needed, President of the R. of Moldova, Vladimir Voronin told a meeting dedicated to the topic of the regulation reform.
According to a release from the Presidency, Vladimir Voronin also emphasized that all the ministries and state institutions as well as business community and civil society should be involved in the activity.
The president specified that the regulation function of the state should be oriented towards development, and the instruments of regulatory restraint – towards the assurance of equal conditions as well as the security of persons and of the whole society.
The Minister of Economy and Commerce, Igor Dodon specified that the first stage of the “Guillotine” affected only the norms of departments, having a regulative character; under the Law on revising and optimizing the legal frame of regulation of the entrepreneur activity (Guillotine I) only the normative acts fell. After the adopting by the Parliament of the law concerning ‘Guillotine II” legislative acts will be revised, especially, aiming the majoring the rate of their direct action, elimination of contradictions, annulment of the doubling provisions and assurance of their uniformity.
During the session a great attention was paid to the problems related to the organization of the so-called “single pay-desk”, the limiting of the number of different technical authorizations and approvals, establishing the order of licensing.
