Head of NGO “Genavavita” seeks dismissal of prosecutor of Chisinau municipality

The head of the public organization for the protection of the rights of detainees and former detainees “Genavavita” Vitalie Czine said that he had been illegally held under arrest for four months following approaches made by the Chisinau Prosecutor’s Office. He related that he was infiltrated by the law enforcement bodies into a criminal group suspected of trading in large amounts of drugs to collect evidence and the prosecutor of Chisinau municipality Ion Diacov wanted he to be held accountable in this case, while the real offenders to be protected because he received money from these.

In a news conference at IPN on October 9, the head of “Genavavita” said that his organization aims to stop and prevent offences. In 2014, the organization found out about the activity of a criminal group that grew hemp in greenhouses and informed the Security and Information Service and the Ministry of the Interior about this. Afterward, he was infiltrated into the group under cover. During the operation, he was arrested and held in the remand center at the insistence of the Chisinau Prosecutor’s Office, which didn’t take into account the documents showing that he worked under cover.

Vitalie Czine also said that a criminal case was started against him over the organization of a criminal group and trafficking in drugs. This way, the prosecutor of Chisinau municipality pursued he goal of holding him accountable instead of the real offenders. Ion Diacov says that he is honest, but in reality he committed a series of illegalities and obtained money in reward.

According to the head of “Genavavita”, he was released only after the case was transferred to the Prosecutor General’s Office, where he was done justice. While he worked under cover, the prosecutor of Chisinau municipality gave a news conference and made his name public, saying that this was an officer under cover. This way the prosecutor put his life in danger and his family had to move for several times.

Vitalie Czine noted that a much higher number of persons than those arrested until now are involved in this case of trafficking in drugs. He was threatened with death and thus intends to seek protection from the law enforcement bodies. He also asks that Ion Diacov should be dismissed and investigated for the committed illegalities, alongside a number of colleagues of his from the Chisinau Prosecutor’s Office. If this does not happen, he will go to the ECHR and will seek damages.
