Half of electoral promises made in 2010 were fulfilled, report

Approximately half of the 118 electoral promises made in 2010 were fulfilled in a ‘satisfactory’, ‘good’ or ‘excellent’ way, according to the platform for analyzing and monitoring the fulfillment of electoral promises www.promis.md, which was launched by the Association for Participatory Democracy (ADEPT). Of the total number of 118 promises, 71 were made by the Liberal Party, 30 by the Democratic Party, while 17 by the Liberal Democratic Party. The data were presented in a news conference at IPN.

“We analyzed the electoral promises as they were made four years ago. As we are in the height of the election campaign, it’s normal for the ruling political parties to sum up the achieved results. We will help them to take stock of these results,” said ADEPT director Igor Botan.

The promises delivered ‘excellently’ include Moldova’s association with the EU, the liberalization of the visa regime, the obtaining of free trade with EU and the deinstitutionalization of the persons with disabilities and their placement with biological or adoptive families. The promises to adjust the education system to the European standards, to improve the infrastructure of the health system, to rehabilitate the roads using new technology, to reduce poverty and the number of unemployed people were delivered ‘well’. The promises to improve the medical services provided to mothers and children, to maintain the prices of drugs, to ensure greater transparency of the interests of public functionaries, to cheapen the tickets for flights from and to Moldova and to improve the business climate for investors and entrepreneurs were fulfilled in a ‘satisfactory’ way.

The about 60 promises that remained practically unfulfilled include considerably increasing salaries, pensions, scholarships and allowances, stopping the migration of teachers and doctors from the system, providing all the people of Moldova with water supply and sewerage services, obtaining an economic growth of 10% a year, annulling the immunity of lawmakers, investing billions of dollars, providing economic concessions and assistance to young people.

www.promis.md is a platform centering on the activity and performance of the politicians and elected functionaries. It is complementary to the portals www.alegeri.md and www.partide.md. The financial support for working out the platform by ADEPT was provided by the National Endowment for Democracy Moldova within Empowering Citizens to Monitor Politicians’ Promises Project.
