Guidebook for integrating gender equality perspective into public policies

The Center “Partnership for Development” (CPD) presents the Guidebook for Integrating the Gender Equality Perspective into the process of assessing public policies. A methodology for assessing and designing public policies was applied, piloted and finished together with the gender coordination groups of a number of state institutions. This guidebook, as the CPD stated, was devised with the aim of facilitating the process of working out a public policy document that would directly and efficiently meet the needs of women and men, IPN reports.

The given process started owing to a common initiative of the CPD and UN Women in February 2018 and continued within the project “Support for Moldovan women in leadership and participation in decision-making”, which is implemented during May 2018 – November 2020. Its goal is to strengthen public institutions’ capacities of analyzing and improving the legislation, policies and budgets so as to fulfill the commitments concerning gender equality. Emphasis is paced on the areas where the women take part in decision-making, gender sensitive budgeting, empowerment and promotion of women, women’s agenda, peace and security.

The guidebook’s authors said the integration of the gender dimension refers to a methodology for applying gender aspects in strategies, policies, programs, projects. This implies a continuous analysis of the effects of these strategies, policies and programs on women and men before the adoption of any decision. The integration of the gender dimension into public policies involves the systemic assessment of the needs and priorities of women and men in addressing the inequalities existing in policy documents so that the results have a positive impact on their situation.

The Guidebook for Integrating the Gender Equality Perspective into the process of assessing public policies was approved by all the institutions. It is to be submitted for endorsement and institutionalization as an instrument for working out public policy documents. This is a first step towards building a unified practice for integrating the gender problems into policy documents designed at the national and local levels.

The methodology was completed together with the gender coordination groups of the Ministry of Health, Labor and Social Protection, the Ministry of Economy and Infrastructure, the Ministry of Education, Culture and Research, the Ministry of Agriculture, Regional Development and Environment, the Ministry of Defense, the Ministry of Home Affairs, the General Police Inspectorate, the General Carabineer Inspectorate and the General Border Police Inspectorate.

The Center “Partnership for Development” reminds that the national and central administrative public authorities, under the law on the ensuring of the equality of chances between women and men, are responsible for integrating the complex approach to gender equality into the policies and programs in all the areas and at all the decision-making and implementation levels.

The designing of the guidebook is an objective set in accordance with the action plan for implementing the national strategy for ensuring equality between women and men and the national plan for implementing the UN Security Council Resolution 1325 on Women, Peace and Security for 2018-2021 and the action plan for implementing this.
