Growth rate of budget expenditure higher than that of revenues
The slowdown in economic growth and the institutional problems related to the collection of taxes represent the main challenges to the public finances system of Moldova, consider analysts of the think tank Expert-Grup. In the April issue of the publication “Economic Reality”, they say the growth rate of the budget revenues so far this year arouses concerns. The growth rate of the spending is higher than that of incomes, Info-Prim Neo reports.
According to the experts, the revenues collected from the most important taxes for the budgetary system decreased. The incomes from VAT and excises represented 93.5% and, respectively, 83.4% of the level planned for the end of the first quarter of this year.
Problems are also encountered with the collection of other taxes. The incomes from road taxes in the first three months of the year represented 79.2% of the planned level, while from administrative taxes and payments – 93.15%.
The experts said it will be impossible to ensure a stable collection of the budget revenues if the tax collection process and the steps taken to combat tax evasion and the underground economy are not improved.
