Governmental mobile e-signature service to be created in Moldova

The state intends to institute a governmental mobile e-signature and e-identity service called MobiSign. This is an electronic identity solution based on mobile applications that will enable to authenticate and sign electronic documents. The relevant bill was published for consultations, IPN reports.

“The necessity of using an e-signature appears every time a decision or a transaction needs to be tied to a particular person or entity and to ensure the integrity of data. The possibility of running all the businesses and interaction from the digital sector became more pressing due to the limited physical contact in the current context. In the Republic of Moldova, electronic services exist in most of the governmental sectors and are a channel for easier and more suitable delivery than the traditional channels for the provision of public services,” said the authorities.

Most of the times, to have access to electronic services, private individuals and legal entities need to use qualified e-signatures based on the national public key infrastructure (PKI). Even if this infrastructure became available in Moldova in September 2006, the e-signatures and e-identities are used by a narrow group of persons.

Statistics for 2021 show there are about 200,000 active users of e-signature in Moldova, which is about 9-10% of the country’s population. The citizens and business entities can use the electronic signature for a wide range of public services, such as: submission of e-fiscal statement, application for civil status documents, e-Apostille and e-License, electronic reporting at CNAM (e-CNAM) and CNAS (e-CNAS).
