Government works out revenue and expenditure estimate for 2009-2011

The ministries in charge started to draw up the income and expenditure estimate for the next three years, Deputy Prime Minister Zinaida Grecianyi said during a working meting at the Government. The document represents a synthesis of the income and expenditure accounts and includes the main directions in the average-term fiscal administration and policy, Info-Prim Neo reports, citing the Government’s press service. According to Prime Minister Vasile Tarlev, the budgetary-fiscal policy for the next three years must ensure an annual growth of minimum 6% of the Gross Domestic Product, the achieving of a one-digit inflation rate, higher salaries, pensions and scholarships. The main emphasis in working out the revenue and expenditure estimate must be placed on the support to the real sector of the economy, rehabilitation of infrastructure, maximum utiliaation of capital investments by not admitting the dispersing of the financial resources, attraction of funds from individuals to implement investment projects on the basis of the public-private partnership. The taxation policy, according to the Premier, must be adjusted so that it offers more opportunities to the investors, principally in the rural sector. It is also necessary to implement a balanced policy in the administration of social taxes. Vasile Tarlev stressed the necessity of toughening up the policy on public expenditure by carrying out a more thorough control over the utilisation of public money. The income and expenditure estimate for 2009-2011 must also include measures aimed at providing additional support to the young specialists, especially those that work in rural areas, the Premier said.
