The National Participation Council called on the Government to ensure decisional transparency of the bills examined by it. In a news conference at IPN, the Council’s head Sergiu Ostaf said that 11 of the 22 bills included in the September 4 meeting of the executive do not meet the decisional transparency conditions.
According to Sergiu Ostaf, the Government sometimes includes in the agenda bills that haven’t been seen by civil society. Furthermore, it is not respected the legal timeframe for approving the agenda – three days before the meeting. “A number of bills were included on the eve of the meeting. We didn’t have time to analyze them Last week, two bills were included in the agenda two hours before the start of the meeting,” he stated.
As to the additional bills incorporated into the agenda of last week’s meeting, Sergiu Ostaf said they are of major importance. The first concerns the granting of the title of industrial park to SRL “Eco-Garant” and the modification of the purpose of a plot, while the second refers to the signing of a contract and allocation of financial resources.
The National Participation Council sent a letter to Prime Minister Iurie Leanca, welcoming the sending of the subjects to the Council three days before the meeting. But it also expressed its regret at the fact that seven bills were included in the agenda in a hurry. The Council is ready for a sincere dialogue with the Government and wants to cooperate with a view to improving governance.
