The plan for preparing specialized staff, with financing from the state budget and on a contract basis, will be agreed by the Government, Info-Prim Neo reports, quoting a bill with amendments to a number of laws concerning the fiscal and customs polices for 2013, published on the Ministry of Finance’s website. Currently, in accordance with the Law on Education, the plan for preparing specialized staff in vocational and higher education institutions is approved by a number of public authorities. The practice of the last few years shows that this method stimulates a sector approach. Consequently, there is a shortage of staff in some areas and an excess in other areas, says the informative note to the bill. Another amendment gives the state higher education establishments the right to obtain the status of institution with financial autonomy. The method of obtaining this status is now fixed by Government Decision. Practice showed that this procedure does not allow the institutions to work independently from financial viewpoint, to manage bank accounts and to decide how to use the allocations and available funds. The implementation of reforms in education requires the modification of the current status of the state higher education institutions so that they become financially independent and benefit from allocations from the budget, based on the state order, for the number of places stipulated yearly in the admission plan.
