The government requested Parliament to ratify three financing agreements signed with the International Development Association (IDA, which is part of the World Bank group) and the European Bank for Reconstruction and Development (EBRD), meant to contribute to the modernization of the energy system in Moldova.
IDA will grant the Republic of Moldova a loan of 47.9 million euros, which will be used for the extension of the Vulcăneşti station, the modernization of the Chişinău station, the construction of the 400 kV LEA Vulcăneşti - Chişinău air line and the construction of a building for the new Moldelectrica headquarters and a new dispatch center. The second financing agreement with IDA provides for a 13.1 million euro loan for the development of the energy system in the Republic of Moldova.
The EBRD will provide non-reimbursable funding worth 39.9 million euros for the implementation of the project "Interconnection of electricity networks between the Republic of Moldova and Romania, Phase I", a project that will be to be carried out by Moldelectrica. The grant was issued by the European Union for the first phase of the construction of the back-to-back station in Vulcănești.
The total cost of the interconnection project is 261 million euros, which consists of two back-to-back configuration conversion modules with a total installed capacity of 600 MW located in Vulcănești and a 400 kV electricity transmission line between the Vulcănești and Chişinău power stations, including the extension of the 400 kV station in Vulcănești and the modernization of the 330 kV station in Chişinău. The project is expected to be implemented by 2024.
In December 2017, two loan agreements, of 80 million euros each, were signed with the European Bank for Reconstruction and Development and the European Investment Bank.
