Government introduces new public procurement rules

The public procurement framework was supplemented with four regulations that were approved by the Government on Wednesday. The documents stipulate new public procurement methods – by competitive dialogue, by negotiations, by dynamic system and by electronic tender contests. IPN reports.

“The implementation of these methods will contribute to increasing transparency and efficiency and to ensuring impartiality in the public procurement process. They form part of the measures aimed at adjusting the national legislation and procedures to the European standards,” said Minister of Finance Anatol Arapu.

The National Participation Council recommends making the use of electronic platforms obligatory so as to reflect the entire public procurement process and excluding the necessity of registering and using a special password for access to the electronic public procurement platform to see the information. It also recommends annulling the tax for accessing information about public tender contests.
