Government empowered to issue ordinances

The new Cabinet approved a bill on the empowerment of the Government with the right to issue ordinances in certain areas at its first meeting. The bill is needed in order to efficiently manage the specific situation experienced now by Moldova, which was determined both by the world economic crisis and by the internal political crisis, said First Deputy Prime Minister Igor Dodon, Info-Prim Neo reports. The areas include: energy and food security, implementation of the state policy on national economy development, ensuring of a balance between the budget spending and revenues, entrepreneurial activity, foreign trade, activity of the financial institutions and securities market, approval of agreements on foreign state loans. The executive will be able to issue ordinances after the law takes effect and before the 18th Parliament is legally constituted. The bill says that the ordinances will not be adopted by the Parliament. They will be only presented to the legislative body for cognizance within three days of the signing.
