The Government has approved the framework-Regulations of functioning and organizing the Centers for assistance and protection of victims of trafficking in human beings. According to the Regulations, the purpose of such a center is to grant protection and temporary shelter to the victims of trafficking in human beings, socialization and their reintegration in the family and community. Such a Center can be constituted in cooperation with the Ministry of Health and Social Protection at the proposal of the national Committee for combating trafficking in human beings, local public authorities, international and nongovernmental organizations. The Center provides a 30-day-accommodation to the victims of trafficking in human beings. For the victim’s protection, this accommodation period can be extended by up to 6 months. In case the victim’s health and life is in real danger, the accommodation can be extended for a period considered necessary. The Center is designed for 30 places. The Center provides temporary accommodation services, food, emergency medical assistance, psychosocial and juridical counseling, provision with basic material necessities (as regards the personal hygiene, cloths, and footwear), and assistance for integration in family. The assistance of each victim is carried out according to an individual intervention plan drawn up by the social coordinating assistant from the Chisinau IOM Rehabilitation Center for victims of trafficking in human beings or by the coordinator of the multidisciplinary team at territorial level. The Center’s activity must be coordinated, monitored and assessed by the sections or divisions of social assistance and family protection. The Center’s beneficiaries are victims of trafficking in human beings and potential resident-victims of Moldova and stateless persons that had the right to live in Moldova while entering the territory of the other state. Deputy Premier Valerian Cristea stated that 10 Centers for assistance and protection of victims of trafficking in human beings, created by different nongovernmental organizations, work in Moldova at present. Expenses related to their activity are covered by the founders’ budgets. The present Regulations was approved in order to carry out the provisions of the Law on the Prevention and Combating of Trafficking in Human Beings from October 2005 and Government decision from November 2001 regarding the Approval of Nominal Composition of the National Committee for combating trafficking in human beings, as well as for developing services of assistance and protection of victims of trafficking in human beings.
