The Government’s decision on the concession of the assets of the Chisinau International Airport is unconstitutional, the head of the National Participation Council (CNP) Sergiu Ostaf said in a news conference at IPN.
Ostaf said the decision was taken by the outgoing government on May 29. The new Government was voted in one day later, on May 30, and was installed on May 31. The unconstitutionality of the decision results from the May 18 decision of the Constitutional Court, which ruled that an outgoing government continues to manage the public affairs until a new executive is formed. But it has limited power and cannot undertake important political initiatives.
Under the Government’s decision, the assets and land adjoining the state-run Chisinau International Airport will be leased out for a period of up to 49 years. By concession, the Government aims to develop the airport’s infrastructure and the quality of the provided services, to improve the regional competitiveness of the airport by increasing economic efficiency and ensuring sustainable income generation, respecting the highest flight safety and security standards.
