The changes to the Law on the Financing of the Local Public Authorities, which were recently adopted by Parliament in the first reading, are a new blow given by the government coalition to the municipality of Chisinau, Mayor Dorin Chirtoaca said in a news conference. According to him, if the law is passed in the final reading, the municipality will fail to get about 400 million lei.
Currently, the income taxes paid by private individuals are fully transferred to the Chisinau budget. If the amendments take effect, the capital city will be entitled to only 45% of them.
The mayor said there is a risk that the municipality next year will remain without investments, while some of the schools will be unable to cover their costs. The road repair and trolleybus assembling processes may be affected.
Dorin Chirtoaca said that in order to stop the adoption of the law, he will seek help from the IMF and the European embassies working in Chisinau in the hope that they will be able to influence things. If the law is adopted in the final reading, it will be challenged in the Constitutional Court.
