Government asks for power to issue emergency ordinances

The Government of Moldova wants to have the power to issue emergency ordinances. To be able to do this, the executive proposed amending the Constitution, Prime Minister Natalia Gavrilița announced in the Cabinet’s meeting.

“We had a discussion in the Commission for Exceptional Situations on the necessity of amending the Constitution so as to have a mechanism like emergency ordinances that will enable us to take prompt decisions,” stated the official.

Minister of Justice Sergiu Litvinenco said that such an instrument is found in other law systems. The emergency ordinances are Government acts but they have the power of law. They are also subject to constitutionality control to see if they obey the Constitution.

According to the minister, a state of emergency needs to be declared at present for the Commission for Exceptional Situations to be able to take prompt decisions to deal with emergencies.
