About 90 new laws, bills for amending legal acts, regulations and other normative documents with a direct impact on businesses will be promoted by the end of this year and next year. The roadmap for removing the constraints to businesses was approved by the Government, IPN reports.
Deputy Prime Minister and Minister of Economy Valeriu Lazar said the documents refer to fiscal administration, crossborder trade and customs administration, competition, access to financing and efficient justice. The approved document derives from the decisions taken by the Cabinet in the July 20 meeting that centered on the improvement of conditions for developing businesses in Moldova.
Under the roadmap, the obligations to open a temporary bank account and to deposit at least 40% of the commercial organization’s registered capital when starting it and to hold a stamp will be removed. The last will be an optional condition. The procedure for refunding the VAT will be improved. There will be developed approaches based on the analysis of risks in carrying out state inspections, including in the customs and fiscal areas. The normative documents running counter to the Law on Competition will be repealed or amended.
The Government will institute an effective mechanism for penalizing the public servants and managers of public authorities for breaking the norms regulating the entrepreneurial activity. It will also annually review the penalties for these violations.
The Deputy Prime Minister said that within three months the measures of the roadmap will be assessed through an open and accessible communication platform, by involving national and foreign companies and with support from the development partners.
