The Government on January 23 approved the Action Plan for implementing the Central Public Administration Reform Strategy in 2008. The development of ministries’ capacities to identify the main problems and take optimal measures to solve them by formulating efficient policies in every field will be one of the priorities in implementing the strategy. The central administration authorities will work out institutional development plans for 2009-2011 and will make effort to enhance the capacities of working out policies in every sector and of assessing them. At the same time, the Government will take steps to improve the legislation in the area of public service. Prime Minister Vasile Tarlev praised the authorities for the effort made to improve the activity of the central public administrations. The central public administration reform was launched in 2006 with the aim of modernising and making the activity of the central public authorities more efficient. To date, all the central public administrations have been analyzed from functional viewpoint, the double functions in central public administrations have been excluded, the functions of formulating policies and implementing them have been delimited as part of the reform. The authorities say they took measures to improve the system for analysing and coordinating the policies at central level by creating divisions empowered to analyse, monitor and assess the policies in 12 central public administrations. The Government also approved the bill on the civil servant’s code of conduct and the bill on the public post and the civil servant’s status and submitted them to the Parliament for examination.
