General police commissar will account for 2007 expenses to Chisinau Council

General police commissar of Chisinau municipality Eugen Axentiev will present a detailed report on how the budget allocations for maintaining the municipal police were spent in 2007. The report was included in the Chisinau Municipal Council’s agenda for its Thursday’s meeting on the proposal of the councillor of the Moldova Noastra Alliance (AMN) Oleg Cernei. Speaking at the meeting, the councillor expressed his indignation at the fact that the deputy commissar Iacob Gumenita did not fulfil the order of the Mayor General Dorin Chirtoaca to allow transferring the Christmas tree back to the Great National Assembly Square. By acting like that, the municipal police manifest civil and professional insubordination to the mayor, said Oleg Cernei. The councillor said that 75 million lei is allocated from the Chisinau budget for the municipal police and such an attitude is disrespect towards the CMC. “You said that the hungry policemen are a danger to the society, but I can say that a commissar that does not observe the law is even more dangerous,” the AMN councillor told Eugen Axentiev. He added that Axentiev must have not fulfilled the informal order of the Ministry of Internal Affairs to move the tree to the back of the Triumphal Arch because this order runs counter to the present legislation. The proposal to include the commissar’s report in the agenda was accepted by the vote of 26 councillors. Fifteen Communist councillors voted against, while seven municipal councillors abstained. On the proposal of the CMC chairman Mihai Ghimpu, the report was included as the last item on the agenda in order to give time to the commissar to prepare the financial report. Valeri Klimenko, councillor of the Social-Political Movement “Ravnopravie”, said Eugen Axentiev should present the report at the start of the meeting so as to be free to do his job afterwards. But Mihai Ghimpu stressed that the agenda and the order of the items have been already voted on. Earlier, the general commissar asked CMC to increase the budget allocations to the municipal police for next year. “A policeman on a low salary and not adequately dressed is a danger to the society,” Axentiev said then. The relations between the local public authorities and the municipal police are tense because the law enforcement bodies in Chisinau have a double subordination. The last confrontation between Dorin Chirtoaca and Iacob Gumenita occurred on December 10, when the deputy police commissar refused to fulfil the mayor’s order and allow the Christmas tree to be reinstalled. The Chisinau authorities say that the fir tree placed on December 9 in the Great National Assembly Square was taken down by the police at midnight and moved to the back of the Triumphal Arch.
