Parliament passed amendments to the legislation whereby the villages, communes, towns and municipalities of Chisinau are classified as authorities of the first level, the districts and the municipalities of Chisinau and Balti as authorities of the second level, while the Autonomous Territorial Unit of Gagauzia as administration of a special level, IPN reports.
Thus, the changes made in the Law on the Local Public Administration specify that the People’s Assembly, the Governor and Executive Committee of Gagauzia are authorities of the local public administration of special level. These are constituted and work on the territory of ATU Gagauzia, which has a special administration level for dealing with problems of a political, economic and cultural character in the interests of the whole population.
The informative note of the bill says the term “authorities of the local public administration of special level” regulates the special administration level of the ATU Gagauzia, which carries out duties of the authorities of the second level and duties conferred by the Law on the Special Legal Status of Gagauzia. The amendments specify the powers of the People’s Assembly of Gagauzia.
Another draft law adopted by Parliament in the final reading provides that the bills to amend and/or supplement the Law on the Special Legal Status of Gagauzia can be passed by the legislature only after they are approved by the People’s Assembly of Gagauzia. The appraisal is adopted by a majority of votes of deputies of the People’s Assembly.
In the next session, the MPs will return to another bill that stipulates that the solving of the problems related to the territorial organization of Gagauzia, agreeing and modification of the category of communities, borders of districts, towns and village and their name is within the remit of the People’s Assembly of Gagauzia.
