Fiodor Ghelici, a diplomat of the International Organization for Economic Development, said the Moldovan functionaries instigate interethnic hatred and hinder the import of goods from the European Union. In a news conference at IPN on January 29, Fiodor Ghelici said he will go to court to demand public apologies from the manager of a state institution because this discriminated against him on grounds of ethnicity.
Fiodor Ghelici said that two weeks ago, he decided to import a quantity of organic fertilizers from the EU, but didn’t manage to because he had to present a series of documents for clearance. He hasn’t yet obtained one of these documents. The authorities in Moldova admit yet that the national legislation is outdated and not adjusted to the current requirements.
“It turned out that the merchandise imported into Moldova from Europe, if it’s not included in the register – but it is not included because the Europeans went very far, while we, with our Soviet legislation, do not have the new technologies used all over the word indicated in the register – must be tested in lab for a year, as the fertilizers I wanted to import,” stated Fiodor Ghelici.
He also said that after presenting a number of documents, he was told to bring an extract from the State Center for the Attestation and Homologation of Phytosanitary Products and Fertilizers. He went to the Center, where the Center’s head, besides ignoring the row of people waiting for an audience, which was headed by him, told him that he will speak to him in no other language than the official one. Being a speaker of Russian and Ukrainian by ethnicity, Fiodor Ghelici went to the police, complaining that he was offended and discriminated in a public institution, where a functionary violated the Constitution, the Law on Languages and the Law on Equality of Chances. Currently, his jurist is preparing a relevant application to court.
Fiodor Ghelici also said that Moldova does not have chances to integrate into the European Union as long as the public posts are occupied by incompetent persons or persons employed by nepotism. According to him, the incompetence of public functionaries is the most serious problem in Moldova.
