Frozen clocks at Chisinau trolleybus stops can’t be restarted
The stopped clocks at the trolleybus stops in Chisinau can’t be repaired, started or removed by the municipality. City Hall spokesperson Vadim Branzaniuc told Info-Prim Neo that for now the municipal workers can only clean the trolleybus stop, but nothing more. The company that built the stops, “EpaMedia SRL” is undergoing insolvency proceedings, so even though officially it renounced its ownership over the stops, the City Hall can’t take over as long as the proceedings aren’t over.
The Austrian-funded company “EpaMedia” declared insolvency 2 years ago, and the creditors’ committee decided to lease the advertisement panels to recover their investments. Seeing how the advertisement panels didn’t attract enough attention, their price was cut down in half, to 8.5 million lei. The creditors do not only sell advertisement space, but also the trolleybus stops. After the goods’ assessment, it was concluded that the company’s debt exceeds their value. The trial will decide the fate of the 300 trolleybus stops.
On 19 January 2007, the Chisinau City Hall, represented by the then acting Mayor Vasile Ursu, signed a contract with “EpaMedia SRL” allowing the latter to build 300 trolleybus stops in exchange for the possibility of placing advertisement panels in Chisinau.
Back then, lawyers suggested that the deal seriously violated public procurement procedures. The company that had the right to build the stops was in a judicial conflict with another firm that claimed to be one of EpaMedia's creditors, but the trial was won by the Austrian firm’s representatives. EpaMedia SRL is also involved in a n ongoing lawsuit with the Social-Democratic Party. None of the company’s representatives was available for comments.
