Freedoms in mass-media would substantially contribute to Moldova’s accession to the EU – experts

If the R. of Moldova would create equal principles for the whole media and would assure the access to information, if journalists wouldn’t be intimidated, the R. of Moldova could boost its chances to join the European Union (EU). On the other hand the actual government constantly announces its willingness to reach EU as rapidly as possible, but, in fact implements few measures in order to realize this desiderate in the near future, Dumitru Lazur, Program Coordinator of the Free Press Association (API), declared as part of debates. The expert mentioned that international reports on mass-media usually find a certainly lower degree of freedom of press in Moldova, compared to the EU member-states or countries soliciting accession to the EU. According to him, one of the main problems is the fact that journalists are practically harassed in courts by officials, being obliged to pay fantastic sums of money. Lazur mentioned the case of the PPCD leader, Iurie Rosca, who sued 2 independent newspapers from Moldova after the elections of 2005 – “Timpul de dimineata” and “Jurnal de Chisinau”, soliciting remedies of about MDL 6 mln, withdrawing his request only due to pressures exercised by the international public opinion. The lack of a concrete limit in appreciating the degree of moral damages, intimidates, in some sense, the journalists, causing some kind of self-censure, the cited source added. Another method used in order to impede journalists to express their opinions is the physical intimidation, illustrated by the cases of Alina Anghel and Ion Robu. Restrictions on access to information are another serious problem, Moldovan press faces. Although some mass media bodies assert that lately many of the public institutions are more open, there are still numerous barriers, especially in what concerns local authorities. Another aspect, mentioned by Lazur is that of unequal conditions for mass media bodies. He referred to the fact that press structures financed from the public budget – raional newspapers, public television – have better conditions than other institutions of this type. Being financed from public money, these press bodies, in turn, support the government – a fact which represents another infringement of the democratic norms, the expert concluded, cited by Info-Prim Neo.
