Four TV stations go on defying legislation: watchdog

The TV stations NIT, N4, Moldova 1 and Eu TV unfairly, tendentiously and unequally treat the political actors involved in the electoral campaign for the parliamentary elections. This is the conclusion made by a team monitoring the behavior of the Chisinau televisions in the electoral period, Info-Prim Neo reports. On March 18, 2009, the Electronic Press Association (APEL) publicized the results of monitoring the presence of political actors in newscasts and programs of 7 TV stations from 9 monitored in the period from February 18 to March 3, 2009. According to the monitors, the afore-mentioned stations continue to ignore the provisions of the Broadcasting Code (namely article 7 about insuring the socio-political balance and pluralism) and of the Regulation of the Central Election Commission (points 4 and 17 – about fair and equal mirroring of the elections). On the other hand, Pro TV Chisinau, first, as well as TV7 and TVC21, in their news, generally, abide by the provisions of the broadcasting legislation envisaging political and social balance and pluralism. “In our opinion, this thing being proved by the monitoring results, N4 and Eu TV defy the CEC Regulation, because, it's clearly seen, N4 favors the PCRM, and Eu TV favors the PPCD. At the same time, these televisions openly disregard especially the representatives of the PLDM, the PL and the AMN,” said Vasile State, a project coordinator. The observers mark that Eu TV and N4 severely breech the electoral legislation. The monitoring results also point out that Eu TV, on February 25 and on March 3, aired more electoral advertising than the legal norm, which is 120 sec. a day per electoral contestant. On February 25, this station broadcast the advertising of the PPCD in amount of 150 sec., and on March 3 – electoral advertising for the PCRM in amount of 140 sec. The project “Monitoring the political/electoral actors on the main TV channels during the pre-election, election and post-election periods of the 2009 parliamentary elections” is financed by the Delegation of the European Commission in Moldova within the European Instrument for Democracy and Human Rights, is co-funded by the Soros Foundation-Moldova, and takes place within the Civic Coalition for Free and Fair Elections – Coalition 2009, the secretary of which, Nicolae Panfil, conducted the news conference.
