The jurists of the charity foundation “Solutia” want the historical debts on utility bills accumulated until July 1, 2009, to be annulled by the Chisinau Municipal Council. A draft of the proposal will be submitted to the Council, Info-Prim Neo reports. According to the main legal consultant of the foundation Vasile Bolea, the proposal is based on the stipulations of the Civil Code, according to which a company has three years to demand the payment of debts in court. After the deadline expires, the debtor (the domestic consumer) can refuse to pay the debts. “We think that if the Chisinau Municipal Council approved this decision, the burden of debts would be reduced and it would allow municipal enterprises and utilities to focus their efforts on claiming their debts accumulated after July 1, 2009”, declared Vasile Bolea. According to the municipal agency Infocom, the overall value of overdue utility bills registered until 1 July 2009 in Chisinau were 201 million lei. By 1 May 2012, they doubled to 455 million lei.
