Former SIS deputy head urges staff of institution to be vigilant and correct

The former deputy director of the Security and Intelligence Service Alexandru Balan calls on the SIS staff to show vigilance and correctness in the fulfilment of their duties and, if they receive illegal instructions from superiors, to inform the SIS’s administration about this fact. If the necessary measures are not taken, they should unconditionally inform the Prosecutor’s Office or Parliament.

“Do not tolerate abuse and misconduct in office at SIS,” urged Alexandru Balan. In a press conference hosted by IPN, he said that today the SIS’ leadership does not promote and does not fulfill its duties exactly.

Alexandru Balan noted that after in 2019, at the instructions of the former SIS director, one of the elite SIS subdivisions that was working undercover abroad was dissolved. One can now hardly believe in the successes of the missions carried out abroad.

Referring to the quality of the work done by the SIS espionage department, Alexandru Balan said that an aspect that society should know about is the failures to establish the location, not to mention the planning of missions to return persons put on interstate and international wanted lists for committing crimes against state security and other crimes that undermine the security of the Republic of Moldova. The fact that Ilan Shor is wanted internationally, but travels through various states directly shows the irresponsibility and negligence of this department.

The former SIS deputy director also referred to the economic security department, which should be the “main sensor” in preventing and counteracting risks to Moldova’s economic security. He identified serious discrepancies generated by the misconduct in office of the current head of the economic security department.

As for the ensuring of state security by preventing and combating terrorism, Alexandru Balan said that he didn’t notice positive results here, especially after the June 30, 2023 shooting incident that resulted in two deaths at the Chisinau airport.

Alexandru Balan called upon the SIS’s leadership to immediately stop financing the activities of SIS officers involved in illegalities, including the management of so-called telegram channels in national security interests. This is illegal and unjustified financing and the money allocated for the purpose should be returned to the state.
