The Ministry of Internal Affairs failed to prevent the mass disturbances that erupted in April; the dangerous persons weren't isolated, while the lives of the peaceful demonstrators were at risk, declared Interiors Minister Victor Catan, at a press conference on Tuesday revealing the findings of the April Investigation Commission, Info-Prim Neo reports. Victor Catan accused the previous leadership of the Ministry of acting in the interest of the then ruling party and of displaying 'imprudence and incapacity', as the lives of both the demonstrators and policemen were at risk, while the main governmental buildings were vandalized. “They didn't even arrange for the important documents to be evacuated from the buildings. Moldova's Declaration of Independence was reduced to ashes, together with cash and many other things”, said the minister. “The Ministry failed to declare state of emergency when thousands of youths took to the streets to protest. The Ministry didn't even call for the assembly of the Supreme Security Council, which should have analyzed the situation and take measures to prevent the violence”, said Catan, citing the report. The report also reveals that in the late hours of April 8, at around 10:30 PM, the then Interiors Minister Gheorghe Papuc ordered the mobilization of the special operations squad Fulger, which carried out arrests among peaceful persons who were in the vicinity of Chisinau's central square between 00:30 and 03:30 AM. “There were over 670 arrests, which included minors and women”, Catan said, dismissing previous information that downplayed the figures. He went on to add that many police records done between April 5 and 10 disappeared and were replaced. The minister also said 23 police officers are being prosecuted in connection with the April events as 3 cases are already heard in court. “We will forward to the Prosecutor General's Office all the materials that confirm the involvement of police officers in order to hold them responsible”, said the minister.
