Former company president: Swindlers from prosecution service and judges destroy our businesses

Oleg Caminschi, founder and ex-president of the building company “Сovconsgrup”, said that he was convicted and was illegally dispossessed of his property to the value of 140 million lei. “The swindlers from the prosecution service and judges continue to destroy our businesses and life,” he stated in a news conference at IPN.

Oleg Caminschi, who is a building engineer by specialty, said that in 2003 he founded a building company. Until 2014, he had enough properties and capacities to fulfill building tasks. The company was managed by 11 persons and about 200 persons worked on the building site.

Oleg Caminschi related that he had an investor, “Valan International Cargo”, in a project to erect a building that was 300 square meters in area. “When the building was to be put into commission, the City Hall didn’t sign the contract to make the building available for occupancy, saying that a water pipe to unite Centru and Botanica needs to be set up front of the building. Therefore, the period for making the building available was extended for six months. As a result, the investor applied a delay fine of over €23,000. Given that the sum was significant, he went to court and won the case, with a sum of €2,000 remaining overdue. 

Bailiff Gheorghe Boțan and the manager of “Valan International Cargo” signed proceedings showing that “Сovconsgrup” cannot pay the €2,000. It was thus decided to bring the building company to insolvency. Oleg Caminschi went to different institutions and he was everywhere told that the involved persons were right. Later, one of the participants in the scheme to ascertain the bankruptcy was named manager of “Сovconsgrup”.

In another episode, Oleg Caminschi said the firm owned a building located at 17/3 Mircea cel Bătrân Blvd. As the areas put up for sale weren’t in demand, he decided to sign an agreement on mortgage right execution with the lending bank Victoriabank. The bank and the company assumed responsibility for selling the building that was 2,000 square meters in area and cost 29 million lei. In secret, Victoriabank falsified the sale and purchase agreement, sold the areas to a company based in Comrat, Total International, which belonged to Vlad Plahotniuc. Under the agreement, Total International during 12 months was to pay €27 million. But the company didn’t transfer any money during 12 months.

Later, two prosecutors, in collusion with the bank, started a criminal case because “Сovconsgrup” didn’t pay about 6 million lei taxes after selling the commercial areas, even if the building company didn’t even know when those areas were sold. It found out about the transaction in 2013, when the bank and Total International abusively occupied the building. Oleg Caminschi said he went to court, but the person named manager at “Covconsgrup” stopped all the processes. In a year, the building was yet transferred back under the ownership of “Сovconsgrup”.
