Former Chisinau City Hall division head acquitted of illicit enrichment

The former head of the Public Health Division of the Chisinau City Hall was found guilty of falsifying his wealth statement. However, he was acquitted of illicit enrichment, and the seizure of the family's assets was annulled, IPN reports.

According to the materials of the case, the former head of the municipal division Mihail Moldovanu introduced false data in the assets and interests statements in 2015-2019, including when he was discharged from office.

The official declared smaller areas of land than he actually owned and omitted to include his concubine's wealth in the statement. He also did not indicate that he is an associate of a company working in the field in which he worked at the City Hall, and that he raised a loan of almost 3 million lei in foreign currency.

Although the former division head was found guilty of falsifying his wealth statement, by the Chisinau Court’s sentence of March 19, 2025, he was freed from criminal liability following the expiration of the statute of limitations.

By the same sentence, Mihail Moldovanu was acquitted of illicit enrichment, and the seizure of a luxury house in Chisinau and the adjacent land, as well as of a luxury car were annulled. Prosecutors accused him of illicit enrichment after identifying a difference of over 8,000,000 lei between his declared income and the real earnings.

The Prosecutor's Office for Organized Crime and Special Cases said that it will challenge in the Centru Court of Appeals the sentence by which the former division head was acquitted of illicit enrichment.

Mihail Moldovanu headed the Public Health Division in Chisinau during three distinct periods, starting with 2007. He did not respond to IPN's requests to comment on the court's ruling.
