Flags hoisted on Republic’s Day in Chisinau in 2006 were purchased with deviations from legislation

The municipal Prosecutor’s Office ascertained that the flags raised in Chisinau on the Republic’s Day in 2006 were bought with deviations from the legislation, Info-Prim Neo reports. An informative note concerning the purchase of state flags by the Chisinau City Hall in 2006 was published on the City Hall’s official website. The Prosecutor’s Office said that the City Hall committed violations in organising the purchase within the limits of the budgetary allocations, in ensuring the profitability and efficiency of the acquisitions and in legalising the contracts - name of the goods, delivery conditions, term within which the merchandise must be paid as well as the period of validity of the contract. The Prosecutor’s Office demanded that the identified deviations be liquidated and avoided in the future, the informative note says. The standards were purchased by order of the interim mayor general Vasile Ursu. The meeting of the commission for distributing the municipality’s reserve fund resources was called by Svetlana Frunza, former deputy head of the Public Relations Service. According to the proceedings, a sum of 99,000 lei was allocated for each district head’s office, 495,000 overall, for covering the expenses related to the preparations for the holiday. The allocations were distributed proportionally to each of the capital’s districts. On August 14-16, 2006, the district head’s offices submitted the contacts for the purchase of flags from the price tender winner Valdim-Grup SRL to the Public Acquisitions Service of the General Division of Economy, Reform and Patrimonial Relations for coordination. Since the flags had the symbols of the state and Chisinau only on one side of the cloth and there were no elements for fixing them, the City Hall asked that the flags be modified so that the symbols are imprinted on both sides. As the director of ValdimGrup SRL Dumitru Valean explained to the former interim mayor general Veaceslav Iordan, these works have been carried out under an oral guarantee that the works will be paid, given by the former interim mayor Vasile Ursu and by the chief accountant of the City Hall Eugenia Ciumac, who at that moment refused categorically to sign the relevant documents to transfer the money due for the executed works, the informative note says. In a letter to this company, Veaceslav Iordan says that the debts will not be paid because the City Hall signed no contract for the purchase of goods with the given firm. As regards the works assessed at 174,299 lei carried out to modify the aspect of the flags purchased by the district head’s offices, the contracts for executing these works should have been signed with the district head’s offices after announcing public auctions, as the law on public procurement requires. In 2007, the City Hall purchased 150 new flags for the City Day because the standards purchased last year were not fit for use. Mayor General Dorin Chirtoaca ordered additional investigations into this case to establish why the flags were in a deplorable state only one year after bought.
