Fiodor Ghelici seeks criminal punishment for Vladimir Hotineanu

The head of the Public Association “Moldova Mea” Fiodor Ghelici demands that MP Vladimir Hotineanu, who is also a surgeon at the National Clinical Hospital, should be held accountable for murder, corruption and making of a relative of his to smuggle contraband. In a news conference at IPN, Fiodor Ghelici said that even if the relatives of the victim who died because of doctor Vladimir Hotineanu who treated him informed the Prosecutor’s Office about this case, an inquiry into it wasn’t started.

According to Fiodor Ghelici, everything started in May 2013. Then, his relative Iurie Chirita, who worked in the police force in Transnistria, fell ill. Initially, this decided to undergo treatment at the Oncological Institute in Chisinau, but a person urged Iurie Chirita to go to doctor Vladimir Hotineanu. This has a kind of ‘commercial agents’ all over the country, who, for money, persuade people to go to him for treatment.

The Association’s head said that after his relative was admitted to the National Clinical Hospital, this was operated by Vladimir Hotineanu without being subject to the necessary pre-operation examinations.  The relatives of the man who was admitted to Vladimir Hotineanu’s ward paid about US$3 600 for the medical services, but the man didn’t recover after surgery.

During his 13-day stay in the hospital, the man was convinced by Vladimir Hotineanu to become involved in a scheme to smuggle alcoholic beverages through Tiraspol to Ukraine. The MP offered him 5% of the value of each transported tank of alcoholic drinks, arguing the patient will need money for recovery. The man helped Vladimir Hotineanu to create that corridor for transporting beverages.

Several months after the surgery, the man’s state of health worsened. He went to other doctors who told him that nothing can be done after the previous operation. In Tiraspol, he underwent a course of chemotherapy, but this didn’t help and the man died in September 2013.

Fiodor Ghelici said that when his relative was alive, he agreed to tell the police what happed, but the law enforcement agencies refused to investigate this case given that it involved an MP. Of all the informed institutions, only the National Integrity Commission reacted and asked that Vladimir Hotineanu should be deprived of the seat of MP because he carries out activities that are incompatible with this seat.
