The Middle-Term Expenditures Frame (MTEF) has become the main tool of strategic planning, Mariana Durlesteanu, the Finances Minister told a round table titled “Implementing MTEF in Moldova – results and development perspectives”, on Tuesday, Info-Prim Neo reports. Drafting the MTEF allowed for coordinating the objectives of the state policies with allocating budget resources, in conformity with a sustainable macroeconomic frame, Marana Durlesteanu said. The MTEF includes all the elements of the public budget, the current expenditures and capital investments, and analyzes the incomes and expenditures within and outside sectors. “It's an achievement that the priorities established in the National Development Strategy have been correlated with 2009 – 2011 MTEF. We plan to update the annual action plan on implementing the National Development Strategy, to review the sector strategies and to coordinate them with existent resources,” the Minister said. Presenting the 2009-2011MTEF, okayed by the Cabinet on October 20, Nina Lupan, a deputy minister for finances, has reminded that it provides for the GDP to grow at least 6% annually, reducing the inflation to 6% in 2011, the slow appreciation of the national currency as to the U.S. dollar, raising the average salary at least by 15 %, as it should reach 4,100 lei in 2011.
