Finance Minister laments inherited 'bag of debts'
The exaggeration of the macroeconomic framework on which the 2009 budget was built, the overestimation of incomes and the so-called social commitments undertaken during the year, without any financial coverage, are the main causes which have led to the difficult situation facing today the budget and the public finances as a whole, the freshly appointed Minister of Finance Veaceslav Negruta has told a news conference on Friday, Info-Prim Neo reports.
“What we inherited from the previous government looks more like a bag full of debts than a budget”, declared the minister. He said less than 50 percent of the budget's income target has been achieved during eight months of this year, which contradicts the previously stated figures.
“The scheme is as simple as it is curious. In January, February and March the budget targets were executed in full, but then a gap appeared between the accumulated incomes and expenses, and each month the shortfall was being transferred on the targets for the next months”, explained Negruta.
He added the National Budget's expenses that have no financial coverage constitute 2.8 billion lei.
The minister also criticized the fiscal amnesty as a result of which tax liabilities valued at 4.5 million lei were annulled, “without any effect”, as the National Budget's accounts payable rose by 6.5 times from the beginning of the year.
According to the new minister, the government missed several financing opportunities offered by foreign donors, in both loans and grants.
The government's internal debt grows each day while this year's budget deficit tends to 14 percent of GDP (8.4 billion lei), he added.
Talking about the priority moves of the Ministry, Negruta mentioned adjustments to the 2009 Budget through revising incomes and expenses, and the development of a draft 2010 Budget based on “real” macroeconomic indicators.
