Parliament gave a final reading to a bill that harmonizes the national legislation with the EU’s legislation on renewable sources of energy. The document regulates aspects related to the introduction of the Government’s obligation to set the national sector target for 2030. The Republic of Moldova aims to ensure that not less than 30% of the consumed electricity is produced from renewable energy, up from the current figure of 6%. On the occasion of the adoption of the law, the Director of the Energy Community Secretariat Artur Lorkovski is paying a visit to the Republic of Moldova, IPN reports.

In a news conference, the head of the Parliament’s commission on economy, budget and finance Radu Marian said this bill will have an extremely important impact on the Republic of Moldova and energy security and on the promotion of renewable sources of energy. “I think the most important amendment is the one that enables more citizens to have access to renewable energy,” stated the MP.

Artur Lorkovski, Director of the Energy Community Secretariat, said that Moldova’s legislative body today adopted new, extremely important legislative provisions concerning renewable energy sources. The new provisions are compliant with the EU standards. The future is based namely on renewable energy, which are a stable source, while the adoption of this law is a signal that Moldova is coming close to the EU, primarily now that the European Commission recommended  opening the accession negotiations.

Minister of Energy Victor Parlicov said that the transition from net metering to net invoicing is one of the novelties of the legislative proposal. The Government will be empowered to apply static transfers of energy from renewable sources of energy with other states that are members of the Energy Community.

The administrative procedures related to the development of a renewable energy project will be simplified. The owners of apartments in multistory buildings will be able to install renewable energy parks for own consumption, including at another address than the consumption place, but both of the addresses will need to be within the area served by one and the same supplier.

The legislative proposals also contains amendments concerning the origin guarantees that certify the energy is produced in a particular locality in the Republic of Moldova, using the resources existing in the country.
