Filat listens and speaks as well, for first time

[Info-Prim Neo analysis] The ‘consultations with the people’ that Prime Minister Vlad Filat intends to initiate on July 4 represent one of the most correct and timely moves made by the representatives of the Moldovan political class after the proclamation of Moldova’s independence. It is true that it was a forced move and this affects somehow its sincerity and credibility, but it is usually the ‘need’ that makes things and history move. Why is the move correct? Because it involves the only and last, until elections, democratic instrument available in the deep crisis situation experienced by Moldova – consultations with representatives of those who entrusted the power to the present administration. Why is it forced? Because the components of the ruling alliance turned out to be unable to find solutions within the coalition. For this move to have the projected effects, the next steps should meet certain mandatory criteria without which the consultations can become an ordinary political PR action or, even worse, can aggravate the sociopolitical situation in Moldova, which is it at its worst level. Firstly, in the meetings with representatives of different social groups, Vlad Filat must show ability to listen to what is said to him, but before this he should show political will to speak himself sincerely, clearly and coherently. Secondly, in the consultations and especially after them, the Premier must show will and ability to act as, if he does not act, others will act and he may be removed from the list of those able to take steps on a national scale. “The Genie from the magic lamp” released by him will anyway produce effects. The statement made public last weekend said the Prime Minister took the decision to open consultations owing to the tense situation in society that seriously affects governance. Such expressions are typical of a political, diplomatic document. In reality, things stand differently. The discussions will in fact center on the tense situation in the government, which seriously affects situation in society. Only such an approach can be considered sincere, clear, coherent and efficient. In order to be able to give advice, the dialogue partners of the Premier need first of all information, an exact ‘database’ about what is happening inside the Alliance for European Integration and, more exactly, between the leaders of the parties that formed it. The time of euphemistic and metaphorical attacks and allusions is over. To be able to ‘judge’/analyze, society must possess truthful information or at least one of the official and argued viewpoints on the state of affairs inside the ruling alliance. According to the same statement, the consultations will focus on subjects concerning the context in which the Government of Moldova works, the way the reforms are implemented, the progress made on the path to European integration, the fight against corruption, the sociopolitical situation in Moldova...”. Of these five elements, only one – the fight against corruption – represents a cause-phenomenon. The others refer to effects. Thus, we can presume that corruption, mainly inside the ruling alliance, can or must represent the issue from which the consultations will start and the ‘database’ mentioned above. How far is the Premier ready to go in his disclosures? More important, how far is he ready to go in his subsequent steps? Is he disposed to start with himself and the people around him if they are involved in fraudulent schemes and illegal businesses? How much courage and maneuvering space does he have to really make his own businesses and company transparent? Is he able to determinedly face his opponents, within the law? The lack of finality is the major ‘disease’ of the current government. Any disease, if not treated, leads to invalidity or even death... During the consultations and after them, the Prime Minister must anticipate several possible developments: 1) the maintenance or dismemberment of the ruling alliance and the possible effects; 2) the modification of the structure of the power with or without early legislative elections and the possible effects. The risks are great and apply not only to the government and its representatives, but also to the country in general and each of us in particular. The initiator of the ‘consultations with the people’ now needs the greatest perspicacity ever needed in Moldova after the declaration of its independence, even greater than during the Nistru war of 1992. It was then clear that the enemy came from outside. Now the enemy is deep inside. It is possible that a new round of discussions will be needed after these consultations with society, organized by ‘other sides’ interested in the conflict of power. But this will be the smallest evil that Moldova and the Moldovans will have to endure if the given consultations do not produce results. The title of the given analysis includes the word ‘speaks’ in the present tense also because otherwise neither Filat nor the people of this country will have chances in the future and it will be no use speaking about the way the reforms are implemented, the progress made in the European integration process and the sociopolitical situation in Moldova...
