<p class="wp-block-paragraph">Since the beginning of September, environmental inspectors have issued fines of over 160 thousand lei, following checks carried out in the forestry sector. In the context of the start of the wood purchasing period for the cold season, the Minister of Environment, Gheorghe Hajder, asked the directors of forestry enterprises to take measures against illegal logging and to issue a fiscal receipt and invoice for each wood sale, reports IPN.</p>

<p class="wp-block-paragraph">The Environmental Protection Inspectorate conducted 12 inspections in the forest fund managed by the &#8220;Moldsilva&#8221; Agency, as well as in the one managed by local public authorities. Also, during the inspections, approximately 136 cubic meters of illegally logged wood were detected.</p>

<p class="wp-block-paragraph">The authorities recommend citizens to purchase firewood only from legal sources and to request the receipt and invoice. &#8220;People pay with hard-earned money. Our responsibility is to be fair and to sell the wood transparently and ensure a fair price for the wood,&#8221; says Gheorghe Hajder.</p>

<p class="wp-block-paragraph">According to the Ministry of Environment, purchase documents allow for the identification of the seller and verification of the wood&#8217;s trajectory. Citizens are urged to report suspect cases of illegal logging or selling to the Environmental Protection Inspectorate, including situations when sellers refuse to issue purchase documents.</p>

<p class="wp-block-paragraph">For 3 days, Russia votes for the election of deputies in the State Duma. The vote takes place simultaneously with the scrutiny for the legislative assemblies in 39 regions and for the governor&#8217;s position in eight regions, reports IPN.</p>

<p class="wp-block-paragraph">Ten political formations are competing for the 450 seats in the State Duma. The vote takes place simultaneously with the election of the heads of eight regions &#8211; the governors of Belgorod, Bryansk, Penza, Tver and Ulyanovsk, as well as the leaders of the Republics of Mordovia, Tuva and Chechnya. At the same time, in 39 regions of the country, voters are voting for local legislative assemblies, and in 10 administrative centers, elections for municipal councils are also taking place.</p>

<p class="wp-block-paragraph">From the very first day, cases of organized voter transportation to polling stations in several cities, including Irkutsk, Krasnoyarsk, and Ufa, were reported. At the same time, the anti-war party Yabloko, excluded from the race on grounds of foreign funding and promotion of extremism, claimed that its observers were denied access to polling stations in Moscow, Saint Petersburg, and the Tambov region, and that they were subjected to pressure from law enforcement. The party called for the intervention of the Central Election Commission, according to <a href="https://www.svoboda.org/a/v-rossii-nachalosj-golosovanie-na-vyborah-deputatov-gosdumy/33858687.html">Radio Svoboda</a>. In the Kirov region, elections were suspended in one constituency after the names of two candidates were omitted from the ballot papers, reports <a href="https://meduza.io/en/news/2026/09/18/russian-election-officials-in-one-region-forgot-to-put-two-candidates-on-the-ballot-now-the-vote-is-postponed-until-2027">Meduza</a>.</p>

<p class="wp-block-paragraph">Estonia has opened its embassy in Chisinau, and Siiri Königsberg is the country&#8217;s first resident ambassador in the Republic of Moldova. The diplomat had a meeting with Deputy Prime Minister Mihai Popsoi, the foreign affairs minister, reports IPN.</p>

<p class="wp-block-paragraph">Mihai Popsoi stated that the opening of the embassy marks a new stage in bilateral relations and in the positive dynamics of the Moldovan-Estonian partnership. According to him, Estonia&#8217;s permanent diplomatic presence in Chisinau will facilitate dialogue between the two countries and the development of new joint projects.</p>

<p class="wp-block-paragraph">At the same time, officials also mentioned the support provided by Estonia to the Republic of Moldova in the European integration process, as well as deepening cooperation in areas such as digitalization, strengthening institutional capacities, security and defense, and cooperation for development.</p>

<p class="wp-block-paragraph">Siiri Königsberg reiterated Estonia&#8217;s support for Moldova&#8217;s European integration and the country&#8217;s readiness to continue sharing its experience and expertise in areas relevant to the EU accession process.</p>

<p class="wp-block-paragraph">13 800 doses of vaccine for the prophylaxis of viral hepatitis B in adults have arrived in the Republic of Moldova. According to the National Health Insurance Company, these will be used for the immunization of people from groups with an increased risk of infection, reports IPN.</p>

<p class="wp-block-paragraph">For the procurement of the vaccine, CNAM has allocated over 716 thousand lei. The product was received at the National Vaccine Depot within the National Agency for Public Health.</p>

<p class="wp-block-paragraph">CNAM specifies that the vaccine was delivered on time and meets contractual specifications. The delivery was accompanied by documents confirming the compliance with quality conditions and the uninterrupted maintenance of the cold chain throughout the transport.</p>

<p class="wp-block-paragraph">Viral Hepatitis B is a liver infection caused by the Hepatitis B virus. The disease can be transmitted through blood and unprotected sexual acts. If untreated, the disease can progress to a chronic form and cause hepatic cirrhosis.</p>

<p class="wp-block-paragraph">A new tool intended for practitioners and future jurists has been launched at the Law Faculty of the State University of Moldova. The volume &#8220;Criminal Code. Code of Criminal Procedure. Republic of Moldova&#8221; brings together in a single work the updated criminal and procedural-criminal legislation, supplemented with references from the jurisprudence of the Constitutional Court, the Supreme Court of Justice, and the European Court of Human Rights.</p>

<p class="wp-block-paragraph">The work, published in Romania by Universul Juridic Publishing House, is signed by Professor Tudorel Toader from &#8220;Alexandru Ioan Cuza&#8221; University in Iasi, by Professors Sergiu Brinza and Igor Dolea, both holding habilitated doctor degrees, and by Associate Professor Gheorghe Renita. The launch event brought together representatives from the academic and legal fields, practitioners and students, with discussions also focusing on the relationship between legal norms, doctrine and court practice.</p>

<h3 class="wp-block-heading">Sergiu Brinza: The legal norm must be viewed together with judicial practice</h3>

<p class="wp-block-paragraph">University professor Sergiu Brinza, one of the authors of the work and representative of the criminal law school at USM, emphasized that the volume proposes an approach in which the legal norm is not presented in isolation, but is followed by relevant benchmarks from judicial practice.</p>

<p class="wp-block-paragraph">&#8220;The legal norm should be followed by judicial practice,&#8221; explained Sergiu Brinza, referring to the inclusion of the jurisprudence of the ECHR, the Constitutional Court, and the Supreme Court of Justice. According to the professor, the work was designed to be used by judges, prosecutors, and lawyers, as well as students, master&#8217;s and doctoral candidates. At the same time, he drew attention to the pace at which criminal legislation changes, noting that the changes that occurred even during the preparation of the volume required updating the material.</p>

<p class="wp-block-paragraph">The contribution of Professor Sergiu Brinza to the criminal law dimension of the work was also noted by Tudorel Toader, who mentioned the collaboration of several years between the two and appreciated its result.</p>

<h3 class="wp-block-heading">From the text of the law to the way it is applied</h3>

<p class="wp-block-paragraph">The work brings together in a single volume the Penal Code and the Code of Criminal Procedure of the Republic of Moldova, supplemented with relevant jurisprudential references. Each norm is placed in the context of judicial practice, with references to the jurisprudence of the Constitutional Court, the Supreme Court of Justice, and the European Court of Human Rights, providing readers with a useful tool for understanding and applying criminal legislation.</p>

<p class="wp-block-paragraph">Tudorel Toader explained that the idea of this presentation method stems from the necessity for the law to be read and applied in relation to both constitutional requirements and European values and standards. Therefore, the model that was previously used in Romania, appeared as a similar instrument for the Republic of Moldova.</p>

<p class="wp-block-paragraph">In turn, Professor Igor Dolea emphasized the practical utility of the work and the difficulty of maintaining its relevance in the face of frequent legislative changes. In his opinion, the final value of the volume will be determined by the extent to which it will help jurists reach correct and equitable solutions.</p>

<p class="wp-block-paragraph">At the same time, Gheorghe Renita mentioned that the work has passed through several academic evaluation filters and was approved as a synthesis. He emphasized the role of jurisprudence in the learning and application of law, appreciating that studying law without referring to judicial practice risks remaining a practice-less exercise.</p>

<h3 class="wp-block-heading">A bridge between the academic environment and judicial practice</h3>

<p class="wp-block-paragraph">During the debate at the book launch, the need for a closer connection between legal research and practitioners&#8217; activity was emphasized. Participants noted that the existence of court decisions is not sufficient if they are not systematically analyzed and integrated into the process of interpreting the norms.</p>

<p class="wp-block-paragraph">On the other hand, during the discussions, the work was described as a tool that can create a connection between the legal norm and the reality in courtrooms. Also, the gathering around the criminal and procedural-criminal norms, the European jurisprudence, the constitutional one and the practice of unifying the Supreme Court of Justice was highlighted.</p>

<p class="wp-block-paragraph">During the event, the academic cooperation between the Republic of Moldova and Romania was highlighted. The Dean of the Law Faculty of USM, Sergiu Baiesu, noted the importance of projects carried out by author teams from both banks of the Prut and expressed his hope that such collaborations will continue in other areas of law.</p>

<h3 class="wp-block-heading">A work for practitioners, teachers and students</h3>

<p class="wp-block-paragraph">&#8220;The Penal Code. The Code of Criminal Procedure. Republic of Moldova&#8221; is addressed to judges, prosecutors, lawyers, and other practitioners, but also to university staff, researchers, and law students. By bringing together legislative texts and jurisprudential benchmarks, the authors aim to provide a tool that facilitates both the understanding of the norms and their application in specific cases.</p>

<p class="wp-block-paragraph">During the launch, the authors indicated that the project is not seen as completed with the release of the 2026 edition. The evolution of legislation and jurisprudence requires the continuous updating of the work, and Sergiu Brinza pointed out the prospect of starting work on a new edition.</p>

<p class="wp-block-paragraph">The volume was launched on September 18, in the &#8220;Alexandru Cojuhari&#8221; Hall of the Law Faculty of the State University of Moldova, the event being organized in partnership with the Universul Juridic Publishing House and the Romanian Association of Legal Book Publishers.</p>

<p class="wp-block-paragraph">The weather will cool down from Monday, and temperatures will even drop by 8 degrees Celsius. Meteorologists specify that the area will be crossed by a cold cyclone from the north of Europe, which will also bring short-term rains.</p>

<p class="wp-block-paragraph">Contacted by IPN, Nadejda Stolear, the meteorologist from the Authority of Meteorology and Environmental Monitoring, specified that on September 20, daytime temperatures will reach +23&#8230;+28 degrees Celsius. The cooling will begin on Monday, when in the northern part of the country daytime temperatures will be +19&#8230;+22 degrees Celsius. From September 22, temperatures will decrease throughout the country and will range between +15&#8230; +21 degrees.</p>

<p class="wp-block-paragraph">Nadejda Stolear mentions that the nights will also be cooler. From +11&#8230;+16 degrees Celsius on September 21, they will drop to +7&#8230;+12 degrees Celsius. The low temperatures will persist until September 25, after which the weather will gradually warm up by 2-3 degrees Celsius.</p>

<p class="wp-block-paragraph">Also, a hydrological warning has been issued, which comes into effect on Saturday and will be valid until September 25, regarding the reduced water flow on the Nistru and Prut rivers, as well as on most small rivers. An orange code has been established on the Nistru river, with the water flow being only 30% of the multi-annual monthly average values.</p>

<p class="wp-block-paragraph">On the Prut river, the Orange Code is valid on the sector between the village of Criva and the town of Costești, where the water flow represents 20% of the multiannual monthly average values. On the Costesti-Ungheni sector, a Yellow Code is in effect, with a flow of about 40%, while on the Ungheni-Branza village sector, the Orange Code is established, the flow being 20-30% of the multiannual monthly average values.</p>

<p class="wp-block-paragraph">The authorities recommend that businesses and the population use water resources rationally during the warning period.</p>

<p class="wp-block-paragraph">Members of the Iranian delegation, led by President Massoud Pezeshkian, have received visas from the USA to participate in the UN General Assembly in New York. The decision was made despite the conflict between the United States and Iran, reports IPN.</p>

<p class="wp-block-paragraph">A spokesperson for the State Department clarified that the decision respects the obligations of the US as the host country of the UN headquarters. However, the Iranian delegation will be smaller than last year&#8217;s. Just like in 2025, Iranian representatives will be subject to restrictions during their stay in New York, including a ban on purchasing luxury goods.</p>

<p class="wp-block-paragraph">The visit takes place over six months after the start of the war in Iran and although Washington and Tehran do not have diplomatic relations, Iran has representatives at the UN, which obliges the USA, under the Agreement on the Headquarters of the United Nations, to facilitate their entry and stay in the country.</p>

<p class="wp-block-paragraph">At the same time, the United States has refused, for the second consecutive year, to grant a visa to the President of the Palestinian Authority, Mahmoud Abbas, to participate in the UN General Assembly. The reason given is his inability to implement the reforms pledged to the United States, as well as activities that undermine the prospects for peace in the Middle East. Furthermore, the State Department has specified that the US will extend the sanctions that prohibit the granting of visas to members of the Palestine Liberation Organization and officials of the Palestinian Authority.</p>

<p class="wp-block-paragraph">The court hearing in the case of the former head of the Legal Department of the Parliament, Ion Creanga, accused of treason, has been postponed, as the defendant is hospitalized. The information was confirmed for IPN by the case prosecutor, Dumitru Stefirta.</p>

<p class="wp-block-paragraph">On Wednesday, the court decided to <a href="https://ipn.md/en/ion-creanga-remains-under-judicial-control-for-another-60-days-3/">extend</a> the judicial control for Ion Creanga by another 60 days.</p>

<p class="wp-block-paragraph">The former official is accused of treason and conspiracy against the state. According to prosecutors, during the period 2023-2024, he allegedly maintained correspondence and had clandestine meetings with an assistant to the military attaché of the Russian Federation Embassy in Chisinau.</p>

<p class="wp-block-paragraph">He was detained in July 2024, when he allegedly received 500 dollars from a Russian official. Ion Creanga pleads not guilty.</p>
