Torture continues to exist in Moldova because the state authorities tolerate it, consider participants in the seminar “Implementation of the Istanbul Protocol” that was held in Chisinau on November 22. The protocol is the first set of international guidelines for documentation of torture and its consequences adopted by the UN. Professionals from academic, legal, social, medical and human rights protection areas said that among the causes of torture are also the insufficient training of the Interior Ministry’s employees, the Ministry’s policy of good results, the non-punishment of the ones that use torture, the inefficient legal framework, the lack of transparence in closed type institutions. To reduce the use of torture in Moldova, the participants proposed such solutions as to strictly select the staff in the relevant bodies, to create standard forms for identifying the victims of torture, to organize spontaneous visits to detention places, to modify the criteria for assessing the activity of the employees of the Ministry of Internal Affairs and others. The seminar participants consider that it is necessary to adjust the legislation in the area to the stipulations of the Istanbul Protocol and to create a legal framework for putting these guidelines into practice. According to organizers, a report on the seminar with conclusions, suggestions and opinions will be presented to all the relevant ministries, institutions and departments. The event was organized by the Rehabilitation Center for Torture Victims “Memoria”. Its organization is stipulated in the international documents ratified by Moldova and in the National Plans that include divisions on human rights – the National Development Plan for 2008-2011, the EU-Moldova Action Plan, the National Human Rights Action Plan.
