In order to reduce corruption at Baccalaureat exams, it is necessary to introduce entrance exams at universities. This is the recommendation of a study conducted by IDIS “Viitorul” in collaboration with the Ministry of Education, Info-Prim Neo reports. Corneliu Ciurea, one of the study’s authors, said that this year the Baccalaureate exams were marked by a continuous crisis. The scandals were common and the process appeared corrupted at its very root, while politicians seemed to pursue less transparent goals, some criticizing the Ministry for being overly zealous, while others expressing discontentment over a slow pace of implementing reforms . Corneliu Ciurea pointed out that students who cheat at exams should be further identified and punished with lower grades avoiding severe penalties. According to the study, CCCEC should supervise only flagrant corruption cases and should not violently intervene in the examination process. At the same time the authors of the study suggest to replace the method of examination by combining two tests: oral test 60% and written test 40%. The experts think that a mixed formula of admission to higher education should be developed that takes into account the average grade in high school and the grade given independently by the university for the entrance exams. Adrian Ghicov, the Director of Evaluation and examination Agency and the co-author of the study, thinks that the Agency should be re-organized as an autonomous structure which should be independent of the Ministry of Education, national authority competent to implement state policy on education evaluation and to provide relevant solutions to improve the quality of education. According to Adrian Ghicov, the main problem of the Baccalaureate exams 2012 is cheating by illegal use of cell phones and other wireless devices. Due to these practices students receive grades which do not show their level of education. In order to overcome this problem, the high school system should be linked to higher education system through university entrance exams.
