Experts of Chisinau Urban Plan suggest solutions to rehabilitate dwelling Fund

Only a quarter of the capital’s residents are satisfied with the quality of houses and their management. Each fourth house in the city and 17% of the water and sewerage systems need renovations, while 40% of the heat systems are overused, shows a study included in the General Urban Plan of Chisinau (GUP). According to the same study, 80% of the woodwork is old, which leads to immense loss of heat in the flats. As specialists say, the dwelling Fund devalues due to the lack of coherent policies in the field, shortage of finances, irresponsibility of the dwelling fund’s managers, suppliers’ obsolete management of utilities and services, as well as the owners’ ignorance towards their own home. Among the solutions to improve the situation, GUP authors suggest to assess the technical condition of the dwelling fund, encourage the private public partnership, transparency of the management enterprises’ activity, to respect the norms and municipal documentation related to the new buildings, to reasonably use the lands for houses and to acknowledge the responsibility for the own home.
