The Government endorsed the bill on heat and promotion of cogeneration, which is simultaneous production of heat and electricity or mechanic energy, IPN reports.
By cogeneration, at least 10% of the primary energy is saved, compared with the separate production of electric power and heat.
The document defines rules in the production and distribution of heat and in the state administration of the sector. One of the provisions of the bill refers to the possibility of introducing the binomial tariff for heat. This implies the reduction in the tariff and the supply of heat based on a contract signed by the thermoelectric units with end-users. There are also stipulated the responsibilities of dwellers associations or authorized representatives of end-users from apartment buildings, including dormitories.
Deputy Prime Minister and Minister of Economy Valeriu Lazar said that cogeneration in the EU countries is considered one of the most efficient methods of achieving the three EU objectives by 2020: to reduce greenhouse gases by 20%, to reach a level of 20% of the renewable energy in the global power mix, and to save 20% of energy.
