Exact implementation of General Urban Plan generates disputes between local authorities and construction companies
The exact implementation of the General Urban Plan (GUB) generates the first disputes between the local public administration and the companies building homes in the municipality of Chisinau. Director-general of “Glorinal” Company Vasile Chirica warned the City Hall he will sue it if the company is not be able to continue the works for a 9-storied apartment block started at the crossroad of Stefan Neaga and Maraia Tanase Street, in Buiucani district.
This statement was made at the meeting of the Municipal Urban Council on Wednesday, July 11, within which the situation of this building site was discussed in the context of a conflict occurred between the construction company and the residents of the zone. The neighbours of the construction opposed because the apartment block shadows the view of the residential zone, was built too close to private houses, which diminishes their price.
“Glorinal” Company bought several old private houses and demolished them in compliance with a corresponding authorisation obtained from the local authorities. The company has also obtained from the City Hall the urbanism certificate for the construction of a multileveled apartment block at this crossroad and has to obtain an authorisation in order to start the works. Meanwhile the neighbours sued the company.
It was established during the Urban Council that the block will be built in a residential zone, where the buildings should not exceed two-three floors. This fact was stipulated both in the old and new GUP. The members of the Council did not search for the civil servants who are responsible of illegally issuing the urban certificate to “Glorinal”, and voted for stopping the construction.
Moreover, the decision on maintaining the residential zone was supported by Mayor General Dorin Chirtoaca, who mentioned that “the property is a holy right which should be guaranteed and preserved”. “If GUP provides for a residential zone for the next 25 years here, so be it”, the mayor added.
At the moment of the voting, the opinion of several Council members who pleaded for moving the residential zones outside the city and transforming the existent areas into districts with multileveled blocks, according to the international practice, was not taken into consideration.
Chief architect of Chisinau Vladimir Modarca said that in this situation he can only propose the designers and the builder to reconsider the concept and find a compromise.
