Ex-minister to reimburse Moldovan government for money lost in European Court
The Rascani District Court has admitted integrally the application submitted by the Prosecutor General's Office concerning the forcible reimbursement of public money (8,345 lei) by former minister of transport and communication Anatol Cuptov. Carolina Vicol, public attorney at the Prosecutor General's Office, has told Info-Prim Neo that this is the first time that a Moldovan court obliges a former government official to reimburse the state for the money awarded to a plaintiff, pursuant to a judgment by the European Court of Human Rights.
Contacted by Info-Prim Neo, lawyer Vitalie Nagacevschi said that such legal actions taken by the government are welcome. “Political will is the only thing needed to make use of such actions”, remarked Nagacevschi.
On 6 September 2007, by pronouncing its judgment in the case of “Ungureanu v. Moldova” the European Court awarded the plaintiff 500 euros in respect of non-pecuniary damage. The case concerned Petru Ungureanu's complaint that the then Minister Anatol Cuptov had refused to enforce a final judgment restoring Ungureanu to his post in the ministry, the Prosecutor General's Office said in a release.
Anatol Cuptov was minister of transport and communication from 2 December 2001 to 13 November 2002 in the Tarlev (I) Cabinet.
