The people living at 4 Eugen Doga St and 96 Alexandru cel Bun face an illegal scheme to authorize the construction of attic-like floors on their buildings, which is close to being legalized through the agency of court, as the Chisinau City Hall or the so-called investors like to do, former deputy mayor of Chisinau Victor Chironda stated in a news conference at IPN.
Chironda publicly called on mayor general Ion Ceban to order an internal inquiry that would cover functionaries of the Architecture Division and the General Public Amenities Division. He also called upon the State Chancellery to review its position on the order to relocate the building permit. Victor Chironda will also make approaches to the Prosecutor’s Office and the National Anticorruption Center.
According to the ex-deputy mayor, the permissive documents issued by the Chisinau City Hall contain his signature as he held office in that period. In March 2020, the Architecture and Urbanism Division submitted an urbanism certificate signed by the Division’s head to him for signature. As functionaries of the Division determined its compliance and the certificate was signed by the chief architect of the municipality of Chisinau, he also signed it, as he did with the building authorization submitted to him in January 2021. The deputy mayor in charge of building is not obliged to check the compliance of documents. This only signs, in the name of the mayor general, the permissive document prepared by functionaries of the Architecture and Urbanism Division.
Nevertheless, following a petition that came from dwellers, he asked for the file and examined it and identified a number of incongruities, including the fact that the General Public Amenities Division was indicated as co-beneficiary of the urbanism contract and the building permit. The Division’s head Ion Burdiumov told him there was a contract for investment in attic-like stories of December 5, 2018 signed by the Division and the investing company. This provided that the Division, as the manager of the housing sector, transfers the right over the roof of the apartment buildings situated at 4 Eugen Doga St and 96 Alexandru cel Bun to the investor for making investments in works to build the roofs and to design and build attic-like stories. Ion Burdiumov could not explain the reason for signing the contract and could not say if the dwellers gave their consent before this was signed and if it was based on a decision of the City Council.
Victor Chironda presumes the attached proceedings are false as they do not contain the date, names of signatories and the list of dwellers. He noted he is ready to bear responsibility for the signed documents, but the public servants who prepared the given documents should also be held accountable.
Iulia Șubina, who heads the Association of Dwellers of the bloc from 4 Eugen Doga St, said she learned about the signing of the authorization to build a two-floor attic-like story from the website of the Chisinau City Hall. The dwellers didn’t give their consent to erect such a story on their building. They filed a collective petition to the City Hall, asking for the package of documents that include the building permit. When they examined the package, they saw that the proceedings to the building permit shows that a meeting was held with 63% of the dwellers and these chose an initiative group and the representative of this group gave his consent to build the story in the name of all the dwellers. They consider this document is false as it contains neither the date nor names.
The dwellers of the two buildings mobilized and sent a petition to the mayor general and the chief architect of the municipality of Chisinau. The City Hall withdrew the permit in accordance with the law. However, the potential investor sued the municipality, challenging the decision to withdraw the permit. A hearing was set for today.
