Eugenia Ostapciuc states that leaders of opposition factions misinformed PACE co-reporters about situation of Moldova

The leaders of opposition faction state that they have discussed with the co-reporters of the Parliamentary Assembly of the Council of Europe (PACE) about the recent development in Moldova and informed them about the existent problems, and the representative of the Communist faction said that they misinformed them. Leaders of the parliamentary factions of Chisinau had on Monday, 13 March separate meetings with the PACE co-reporters, Josette Durrieu and Egidijus Vareikis. The leader of the Democratic Part, Dumitru Diacov, noted after the meeting that they had discussed about the evolution of Moldova last months. Diacov said that, on one hand, he expressed his satisfaction about the cooperation environment in the area of improving the legislation, but on the other hand there are concerns related to deviation of the deadline of implementing certain works regarding the activity of public television, local public administration and centralising trends of the power, etc. Serafim Urecheanu, leader of the Alliance „Moldova Noastra” said that at the meeting they talked about the undermining of the reforms, especially the reform of audio-visual, about the tergiversation of the reforming process of the prosecution and justice. „We also talked about how the current governance and first of all the president of the country settle accounts with the opposition and its drafts of the Audio-visual that AMN submitted as legislative initiative in 5 May 2005, but they are stopped by the leadership of the parliament and the parliamentary majority. Urecheanu mentioned as well that CoE co-reporters were interested in the situation of Chisinau, why the elections were not held, and the population was so desperate and did not come to elections, etc. In a report of AMN regarding the mentioned meeting it is mentioned that the European officials informed Serafim Urecheanu about the exploring of his case as part to show the situation of law-based bodies and justice ones in Moldova. Josette Durrieu also requested appreciations regarding the sincerity of the leadership of Chisinau in implementing the joint actions with the European Union. Urecheanu showed his dissatisfaction with the tempo and the quality of their implementation, as well his insincere confidence of the change from the east to the west, made by the Communist Party, according to AMN report. Vlad Cubreacov, leader of the Christian-Democratic faction of the parliament said that they have discussed about the political developments in Moldova, of the implementation of those 10 points submitted by PPCD on 4 April 2005, of the debts especially to matters of audio-visual and prosecution. We examined as well other aspects of the recent developments in Moldova as well as many initiatives launched by deputies of PACE that have as object certain situations of Moldova, he noted. “I was very pleased that both co-reporters were interested in more delicate aspects and even painful of the recent evolutions of Moldova. It is about the facts the insist on violating the Moratorium implemented by the PACE Resolution of April 2002 regarding teaching of the history in public schools in Moldova, as well as teaching and status of Russian language in schools,” Cubreacov mentioned. It is a problematic aspect and I paid the attention of the reporters on the fact that if it is insisted on, there are major risks of political destabilisation in Moldova, thing that we do not want. That’s why the power as well and the opposition have to show their wisdom and maturity in this extremely sensible issue, to respect the Moratorium implemented together with PACE, he underlined. Eugenia Ostapciuc, leader of the Communist faction, who met the last with CoE representatives, said that the latter ones showed very concerned, who met before with the other representatives of the opposition, considers that the reporters were misinformed that the leading party would change the direction and would not be interested in developing the democracy, to integrate RM in EU. She mentioned that she have informed them about the concrete actions undertaken lately, about the adopted laws „for oppositions sake”. Ostapiciuc notes that „the opposition is accepted everywhere”, that it ”was given jobs in key positions”, that „it is not true that it has no access to mass media”, etc. referring to appreciations according to which „reforms are implemented slowly”, Ostapciuc said that all reforms are done for the society and the society has to be ready for these. Co-reporters of PACE will visit on Tuesday the Transnistrian region. On Wednesday it will be organised the report meeting with the chairman of the parliament, Marian Lupu, starting at 16:50. At 18:00 PACE co-reporters will meet with the president, Vladimir Voronin. After 19.00 it will be organised a press conference.
