“I can't say that there is a change in content, but there's certainly a change in form”, stated Moldovan Deputy Prime Minister for Reintegration Eugen Carpov, referring to the recent 5+2 negotiations on the Transnistrian settlement held in Dublin, Ireland. Eugen Carpov told Info-Prim Neo that now he expects “concrete actions” from Moldova's partners. The Tiraspol delegation was headed by Transnistria's foreign affairs chief Nina Shtansky, a newcomer to the 5+2 negotiations. “We tried to be as constructive as possible in these negotiations and avoid sensible issues so as to create conditions for dialogue. The talks unfolded according to the agenda. We discussed the principles and rules concerning the organization of the negotiation processes”, said Eugen Carpov. While after the Vilnius round there were 6 issues left unresolved, now only 3 remain. For half of the tackled issues compromise was reached. The remaining 3 are to be discussed at the next round in April. “The remaining issues concern the status of the parties at the negotiation table, the commitments that need to be assumed by all the participants in the 5+2 negotiations and, the last one, how these commitments are fulfilled”, said Eugen Carpov. The issue of whether the peacekeeping operations should be transformed wasn't included in the Dublin round's agenda. However, Eugen Carpov in his speech highlighted the urgency of this matter and the need to pay increased attention to the situation in the Security Zone, including from the perspective of the casualty that occurred on January 1 when a local young man was shot dead by a peacekeeper. The formal meeting in the 5+2 format in Dublin was held during February 28-29. The 5+2 setting includes Chisinau and Tiraspol as parties to the conflict, Russia, Ukraine and the OSCE as mediators, and the US and the EU as observers.
