EU integration prospect seen as best way of Moldova's reintegration
The prospect of Moldova joining the EU one day and the expectation of a brighter future are the best conditions for the reunification of Moldova, says the report “Reform of the Security Sector in Moldova. Strengthening Control in the Security Sector”, launched on Thursday, January 21, in Chisinau.
The report, compiled by prominent Moldovan experts, addresses issues like the reform of the defense and security sector, the necessity to re-evaluate it, the implementation of the Moldova-EU Action Plan, etc.
The Republic of Moldova is a young state in South-Eastern Europe, with a weak economy, with a region that defies the laws of the state and with an authoritarian past. However, the country has engaged in pursuing democratic reforms, the authors say.
They recommend the parliament to engage more actively in elaborating security policies and the government to decide whether there is a need for demilitarizing the country and find ways to accomplish that.
The institutions in the security sector are not transparent enough, stated Arcadie Barbarosie, the director of the Public Policy Institute, at the launching of the report. According to him, there should be greater control in this sector. “Making a civilian Minister of Defense is not enough”, he said.
The report “Reform of the Security Sector in Moldova. Strengthening Control in the Security Sector” completes the first three-year Program for the Moldovan Parliament, implemented by CESS in partnership with the Public Policy Institute and the Parliament of Moldova.
