The project of parliamentary form of government in the Republic of Moldova failed, politologist Ernest Vardanean stated in the program “Key issue” on NTV Moldova channel, IPN reports.
Ernest Vardanean said he is for broadening the powers of the President and for shifting to the presidential form of government. This can be done only after a national referendum is held, but the legislation provides that the referendum cannot take place one year before the legislative elections. Thus, if the form of government is changed, the next President already would benefit from this. “It’s clear that the amendment of the Constitution, which would be discussed in the referendum, will take effect only after the presidential elections of 2020 and there is no certainty that Igor Dodon will win the elections again because his situation is now very difficult,” stated Ernest Vardanean.
Socialist MP Grigore Novac in the same program said the Party of Socialists will launch a broad campaign to inform the people who want the presidential form of government to be instituted how they consider the events should develop further. “In the next congress of the party, we will include this issue in our electoral program and will apply it after the elections already,” said the MP.
Democratic MP Anatolie Zagorodnyi said the President has limited powers and some of the promises he made to the people cannot be fulfilled because he does not enjoy the support of the parliamentary alliance. “The President cannot deliver promises he made in the election campaign. He understands that when he goes to the people in 2018, he will have to say what he did during his term in office,” he stated.
Several thousand people, members and supporters of the Party of Socialists, staged simultaneous protests in Anenii Noi, Balti and Cahul on September 24. The participants adopted a resolution whereby they requested to initiate a campaign to collect signatures for changing the form of government in Moldova from parliamentary republic to a presidential one. They also demanded that the President should be given more powers so that he could dissolve Parliament and could call early elections.
