Employers: Social dialogue is in crisis

The social dialogue is in crisis, considers the National Employers Confederation of Moldova. Employers’ proposals for improving the business and investment climate are apparently acceptable, but they cannot be found in the adopted bills, the Confederation’s head Leonid Cerescu told a news conference on Friday, Info-Prim Neo reports. The employers and trade unions did not support the 2012 draft state social insurance budget law. Certain formulas were to be reviewed and the bill was to be debated again. But this did not happen. The bill was sent to the Government and then to Parliament in the initial form and the employers were obliged to pay allowances for three days of sick leave to the employees, not for one day as until now. “It is a hidden additional burden. The Ministry of Labor, Social Protection and Family invoked the necessity of making the employers more responsible within the social dialogue. What kind of equity is this?” asked Leonid Cerescu. He said the taxation of the dividends paid by the economic entities is nothing else but a new tax. This fact wasn’t discussed much before it was included in the fiscal policy bill for 2012. The carriers’ proposal to adjust the fares following the rise in the prices of gasoline and diesel fuel was ignored. According to Leonid Cerescu, it would have been a measure aimed at stopping the work of the economic entities that transport passengers without tickets and endanger traffic security. Leonid Cerescu stressed that the work of the commissions for collective negotiations and consultations is unsatisfactory as the ministries pay little attention to their proposals and do not involve them in the discussions on entrepreneurs’ problems. According to the administration of the National Employers Confederation, though the Government says the opposite, the economic entities find it more and more difficult to work. The inspections increased in number and can be carried out 2-3 times a week. The legal framework for 2012 violates the principle of equal treatment of taxpayers. Alexandru Slusari, of the Agriculture Employers Confederation, spoke about the differentiated taxation of agricultural companies, differentiated treatment of taxpayers in the mandatory health insurance system, the fact that some of the economic entities are allowed to voluntarily take part in the social insurance system, which essentially reduces the costs for performing economic activities and creates disloyal competition. The representatives of employers ask amending the legislation on the dialogue with social partners and the regulations governing the activity of the tripartite commission. They say all the three parties involved in the social dialogue must assume responsibility for solving the economic and social problems faced by society, including the entrepreneurs that create workplaces.
