Electronic electoral registers could be implemented at this month's local elections already

A number of procedural and legislative problems appeared in the electoral process even if the legal framework has been optimized during the election campaigns for the April 5 and July 29 elections. The necessity of analyzing these problems and submitting proposals for modifying the electoral legislation to the Government and the Parliament was underlined at a conference themed “Management of Electoral Processes in Moldova. Evolutions and Perspectives” held in Chisinau on November 2 and 3, Info-Prim Neo. Reports. Emphasis was laid on the necessity of implementing the State Information System “Elections” that, according to the Central Election Commission (CEC), would help uniformly and quickly compile the electoral rolls. “The elections will not be free and fair until we have mistakes in the lists of voters. The population will express their dissatisfaction and will more insistently demand that the lists be checked after elections,” said Angela Caraman, secretary at the Centru district head's office. CEC president Eugeniu Stirbu said that two pilot projects to introduce electronic registers of voters will be implemented with support from UNDP before the local elections in some settlements that will be held this month. “Certainly, the problem of inaccurate lists will disappear when the electronic electoral registers are implemented. The CEC will be responsibly for their compilation, not the mayors' offices as until present,” he said. Stirbu stressed the necessity of training the electoral officials not only during the election campaigns, but also after elections. For their part, these officials could train the voters. Alexandru Dorogan, the head of the Electronic Press Association (APEL), said that a duality of powers existed between the Broadcasting Coordination Council (BCC) and the CEC during the previous elections as each of them avoiding regulating the behavior of the broadcasters. “When the CEC received complaints over this, it sent them to the BCC, but the Council did not get involved as it was an electoral matter,” Alexandru Dorogan said. “The Electoral Code must be reviewed and this must be done one year before the elections. There should be identified solutions, while the electoral players in Moldova must take into account the electoral practice of other countries,” said political analyst Vlad Lupan. The conference was held to mark the end of the post-electoral analysis of this year's parliamentary elections.
