The state will implement an automated informational system, called Register of electors, which will be kept by the Central Electoral Committee. The Parliament’s decision draft on the Concept of the “Elections” state automated informational system and the implementation method of “State register of electors” has been approved this week by the Cabinet. The creation and implementation of the State register of electors will allow the calculation and swift distribution of data on the participation rate of electors in polls as well as of the preliminary results of the elections, rapid verification of the polls’ results, the informative note appended to the decision draft says. According to Minister of Informational Development Vladimir Molojen, after the exclusion from the Electoral Code of the stipulations on the application of the “Voted” stamp, the State register of electors will become the main instrument for constituting electoral lists, as well as for avoiding double voting. Moreover, via the introduction of the procedure of residence declaration in the electoral period, the creation of this register becomes a serious necessity, because citizens will be able to vote only in the polling precinct where they declared their residency. Authorities also seek to diversify methods of voting, to organise the electoral process and implement remote voting – voting by electronic means, which would allow a larges access to the voting process for thousands of potential electors. It is considered that the implementation of the “Elections” automated system will contribute to the simplification of the voting procedure and reduce organisation costs.
